How can high quality assistance and care for elderly people in their homes be assured? This is a significant question in many European countries as public assistance is often insufficient to cover the actual need for domestic care. Undeclared workers are often used as low cost means to meet this need.
The breadth and the types of illegal employment, and the types of intended solutions are examined for seven European countries. The diverse approaches given are identified and it is demonstrated where further research is needed.
The network of European researchers has publish a first anthology in which they describe the state of the art in the different countries. Further research projects are planned.
