The supply of qualified labour in a region is an important factor for the competitiveness of enterprises. These qualified employees must have the required qualification and skills. And the right amount and quality of labour force supply is an important success factor for enterprises. The precondition to secure these two outcomes is an effective and early enough vocational training.
Therefore early information about the future regional labour market is necessary. With the help of this information labour market actors, for example regional economic development agencies, enterprises, social security agencies, vocational training agencies or even schools can react early on the future development. The aim of the project is the implementation of a forecasting system in the regions of Hesse that helps all regional labour market actors to train their school-leavers and employees in a demand-orientated way and to behave in a coordinated manner.
The basis of this implementation system is the result of a model project which finished in 2008. This early information system forecasts the development of regional employment, occupations and qualifications. A medium-term forecasting system is understood as one which forecasts the development of employment over five years. It includes the supply and demand side of regional labour markets for specific occupational groups and qualifications. Experts evaluate the medium-term forecast and determine new developments on the labour markets e.g. new occupations and new qualification demands resulting from these new occupations. Medium-term risks arising from mismatches on the labour market are identified and evaluated based on the medium-term forecasts and mitigating actions for enterprises and labour market actors are developed.
Forecasting Systems for the three administrative regions of Hesse (Darmstadt, Gießen and Kassel) as well as for the cities of Frankfurt am Main and Wiesbaden and the district of Main-Taunus are being established within the framework of this project.
