The integration of migrants into the regional labour market poses a challenge to many counties in Germany and beyond. The lack of information on the target group and a general lack of transparency render the efficient application of measures difficult. Dealing with the challenge adequately requires far more than just access to general labour market statistics.

Therefore, the Institute of Economics, Labour and Culture is carrying out a pilot project funded by the Hessen Ministry of Social Affairs in Offenbach County, which aims at implementing web-based labour market monitoring with migrants as the target group. This instrument will offer labour market actors continuous information that will help them follow developments more easily and identify both risks and opportunities.

An advantage of a web-based information platform is a fast and easy access to necessary information, irrespective of time and location. The data is classified by topic, such as occupation, unemployment, youth, migration enterprises and measures. Specially developed indices give a quick overview of the status of migrant integration within a topic. Through the continuous updating of the system it is possible for users to display and analyse time series that are always provided by the actual data. In the long term, the system offers the possibility of being extended by other modules. Adjustments can also be made easily, thanks to a specially written documentation.

The web-based information platform in Offenbach County has been completed since November 2009. It provides labour market information for all actors dealing with migrants. Plans for the current phase of the project (11/2009 until 06/2010) include the implementation of the system in five other counties in Hessen.
