The percentage of single parent households with children under the age of 18 has risen sharply since the 1970s. In 2007 the percentage of single parents was even higher in Rhineland-Palatinate than the West German. This is of concern because single parent households with children under the age of 18 have a higher poverty risk than two parent households. Single parents are also the group who depend the longest on social security benefits.

Rhineland-Palatinate has charged the IWAK with finding the causes for a higher poverty risk for single parent families. As main cause the relevant literature considers that a large percentage of persons concerned doesn’t have an employment. The ability of single parents to accept and/or keep an employment is connected to a set of preconditions. These preconditions consist of a great variety of objective and subjective factors.

The project will consist of three modules. The causal factors will be specified and interdependencies determined. Based on a structural and a cause analysis the main factors of the higher poverty risk and their strength will be measured. Afterwards, the gathered result will be presented to and discussed with a set of relevant actors in the field. The results of this discussion will be incorporated in the final report which will be presented to the Ministry.
